I took this idea from some ads in Street Rodder magazine.
I have one complete with pics, since I am not real good at explaining how I did it, I call this how to make the "Steelies" for my 37 Ford kit.
I got the wheels out of two different kits, one is still available at local hobby outlets, the other you have to get on ebay, here's the pics of the box art..
Ok here's how I did the wheels, the "steelies" that come with either one of those kits, have the wide whites inserts wiith the tires, also they have the chrome trim rings, I always assemble the wheels before I put them on the car, also paint the rims whatever contrasting color you want (look in issues of Street Rodder or Rod and Custom for ideas), then look on the backside of the rear wheel, it has a stub that sticks out, cut it iff completely (I use a sprue cutter). Now I learned this technique on my own, so it's not set in stone, although it works! Once you have your axles in place, use the backing plate that comes with the kit and slip them on the spindles until they snap in place, do this on all 4 corners, the you take your cutter and snip off the plastic just past the end (this is so the "steelie" will fit right up against the backing plate for a clean smooth look. After you push it on, when you hear or feel it "click" on
Then you "snip" off the end
Next you must cut off the back of the "steelie wheel" so that it is "flush" with the back of the wheel and looks something like the front wheel seen here.
